admincli improvements

Update .gitignore to remove build dir AdminCLI improvements:

  • updated documentation
  • added more tests
  • updated requirements files to use newer versions of python modules
  • improved error messages
  • change env var setup to make it easier for new users
  • incremented to version 0.4
  • reverted default content-type as application/json (change in v0.0.3)
  • reorganized commands in help - easier to see which are policy related
  • Added new commands search and storage
  • Changed legal-tags option --all to --raw to be more uniform with other commands
