Admincli improvements and NOTICE update

AdminCLI new features and updates:

  • domainsuffix option (ls cmd),
  • table headers,
  • download option (ls cmd),
  • search & storage options (info cmd),
  • new diff cmd
  • limit option (legal-tags)
  • AdminCLI new tests

Other things in this MR:

  • Notice Update
  • Doc update
  • Loadtest allow higher chance of failures from 2% to 5% (Azure) and allow slower avg response from 350 to 400ms (better fit for AWS) before considered a failure
