Azure env variables correction

Ankit Sharma [Microsoft] requested to merge azure-env-variables-correction into master

In this MR:

  1. As policy is an experimental feature we are modifying the entitlements URL to v2, will move it back to v1 once we are ready with service framework and this is decided that we are going to use policy service as wrapper over OPA.
  2. Corrected the env variables.
