Fix GC auth filter and API validation for Query API

Rustam Lotsmanenko (EPAM) requested to merge gc-fix-query-api into master

Description:

  • added query endpoints to GC and Comm Impl auth filters white list.
  • added Not null validation for queryList param.
  • replaced javax.validation with jakarta.validation in Query API to enable it.
  • Updated test case, jersey client won't provide content-length header if body is empty, but POST request without content-length is unacceptable for GC env.
