Add root data group to new group (GONRG-7215)

Description:

Status before the fix: new group added as a member of the root data group

Expected Behavior: The root group is added as a member of the new group

How to test:

1. Create a new group
2. Check that "users.data.root" is in the members of the new group.
3. Check that the new group is not in the members of "users.data.root"
