Removed Cloud Endpoint layer
requested to merge Siarhei_Khaletski/entitlements-gcp:feature/remove_openapi_endpoint_template into master
Based on discussion with SLB, Cloud Endpoint layer is legacy code and in future, protection of internal API will be moved on infrastructure layer (potentially to service mesh - Istio).
