Replace the Duckdb with Pandas native filters

Context DuckDB includes a file in its repo, rng64.cpp, that has a line about being confidential and proprietary, including a promise to prevent disclosure.

There’s also something in there about complying with the LICENSE file, which appears to be a custom license.
