This change will fix the azure_publish job failing issue in M14 release

This was tested by test commands which will login to the registries without pushing anything. ref job(https://community.opengroup.org/osdu/platform/domain-data-mgmt-services/reservoir/open-etp-server/-/jobs/1462242)
