Add an option to switch to Flux v2

Current Behavior or Linked Issues

Flux v1 is EOL. We need to move to flux v2 so any new issues discovered over time will have fixes and to guarantee it will support new AKS versions etc. Prepaired changes give the option to switch to Flux v2.
