Current Behavior or Linked Issues

This enables blob inventory to be added in a container named inventory. This is needed in sdms to calculate size of blobs per dataset, subproject, and containers.

Does this introduce a breaking change?

Other information

After change a new container is going to be created and, under storage account in blob inventory there is going to exist a new rule image
