Current Behavior or Linked Issues

The topic name in register is "entitlements-changed": https://community.opengroup.org/osdu/platform/system/register/-/blob/master/provider/register-azure/src/main/resources/topics.json Due to this mismatch, the subscriber cannot subscribe for "entitlements-changed" topic.
