Default JAVA OPTS for all the services

Current Behavior or Linked Issues
Currently the service developer is expected to change JVM parameters like MinHeap and MaxHeap sizes for each service using JAVA_OPTS
environment variable.
Instead of that, common default values that are found to be appropriate as part of performance improvements have been directly added to the base docker image. If a developer wishes to overwrite the values, they can always overwrite them using JAVA_OPTS
environment variable.
Does this introduce a breaking change?

Behavior after fix.
Scenario A : Using Default value specified in the Docker image.
Scenario B : Overwriting the default value using environment variable

Scenario C : Switching back to default.
