Entitlements v2: Fixing pipeline documentation

There are two problems with the current documentation on creating a service pipeline for entitlements-v2

1. The variable group has to be named "entitlements" because that is the name of the service.
2. The integration test variables were not set correctly as originally documented. It is still not totally clear why the variables for some services have to be set in some different way

This has been tested and verified in an ADO pipeline.

NOTE: Pipeline wont pass on master until this commit goes in: osdu/platform/security-and-compliance/entitlements!11 (merged)
