Feature Request

Why is this change needed?

• To implement File Service Enhancements on Azure provider, we need two containers namely file-staging-area and file-persistent-area. Staging containers are used by the clients to upload file content. Upon updating the File Metadata, File service copies the file content from Staging area to Persistent Area.
• Add the access roles related to File service.

Current behavior

• Required Containers don't exist.
• required roles don't exists

Expected behavior Need two containers for File Service to use.
