Add EKS quickstart Template to pipeline

• Change create_ecr to deploy_aws_stacks and have EKS and ECR build at the same stage.
• Build from EKS template, added as local file instead of pulling from online aws website
• Changed variable are being pulled into a separate file, parameter --parameter-overrides has limitation when it comes to into put keypair values.
• Give system:master access to users, else ONLY CloudFormation deployer(in this case the pipeline account)will have access to adding other users.
