Baseline E2E Test Stage with Partition Service

This MR updates the end to end test stage to run a postman collection. For now, we are running against the partition service postman collection, but skipping all failed tests. This is for the purposes of getting a baseline E2E test stage pattern set. A future story is dedicated to getting the test operating in the same state as the IBM preshipping environment.

This MR also includes the addition of our aws-global-variables.yml file that we need in order to set cognito and token variables. This file was taken from an implementation in the OSDU/CI-CD-Pipelines repository.
