RAFS DDMS high memory workaround

Related to Rock and Sample DDMS.

Whenever we have a big file +600MB the RAFS will increase the consumption of memory x3, therefore Kubernetes will kill/restart the container and the connection will be reset, leading to upload error or "unhealthy upstream" by istio.

This tends to be a temporary workaround, this issue it is being tracked here: osdu/platform/domain-data-mgmt-services/rock-and-fluid-sample/rafs-ddms-services#407
