Configuration changes to enable full server url and auth disabling for swagger

Issue - osdu/platform/security-and-compliance/legal#68 (closed)

Adding env variable in values files for services which will enable the full server url in swagger/openapi spec. This will be enabled in azure only. It will have no impact on other CSPs.
