Upgraded standard-ddms helm to apply patch deployments, fixed policy startup and updated airflow tag

This MR accumulates all the changes that were cherrypicked into azure/m23/preshipping environment.

  • Changed policy service readinessprobe initial delay seconds from 20 to 180
  • Disabled seismic-ddms-deletion-service and seismic-ddms-computesize-service.
  • Updated seismic patch version
  • Added application patch version deployment support for DDMS services for manual deployment.
