Added the RDMS_REST_SERVER_PATH config value for oetp client service to fix the issue related to the wrong value of RDMS root path. The fix has been applied to the service in this MR - osdu/platform/domain-data-mgmt-services/reservoir/open-etp-client!116 (merged)
