production ddms azure helm charts

• This MR proposes helm charts configurations for production DDMS onboarding in azure.

Highlights

• Redis and cassandra charts are added as dependency charts for standard-ddms to disable them for pipeline installations with a feature flag production-ddms.enabled
• Deployment template is modified to accomodate exec type probes
• Cronjob template has been introduced in standard ddms ( with istio injection disabled )

Testing

• Changes are tested in other ddms to ensure changes are non-breaking
