Add configmap modification permissions for policy service

  • Add new serviceaccount, role and rolebinding to policy service.
  • This provides permissions to policy service to update configmaps.
  • Related to #96
  • Changes are tested with #2272853
  • White listed swagger urls to support springdoc-openapi OAS3.0 for unit and crs-catalog service.
  • Related to unit #288 and crs-catalog #288
