Resolve Upgrade Blockers

Aryaan Singh requested to merge remove-pdb into azure/m14-master
  1. Remove PDB enabled value for SDMS helm charts. {This has already been done for all core-services}, since PDB is causing node drains to fail, failing AKS upgrades.
  2. Increase replica counts for istio to unblock upgrades since we cannot disable pdb for istio
