Upgrade osdu-azure and ddms chart version to 1.18.0 to support M15

• updated appVersion to 0.18.0 and the chart version to 1.18.0
• removed the deprecated charts ( osdu-seismic-metadata_dms, osdu-seismic_dms, osdu-well-delivery_dms, osdu-wellbore_dms )
• updated Readme.md files with the latest version
• helm-library templates were removed because they are no longer needed. The osdu-helm-library templates are now in use.
• osdu-well-delivery ddms chart was removed from osdu-azure as well because it was also outdated and well-delivery was installed with standard ddms.
