Updating istio and adding improvements (GLAB case)

We noticed some issues in the glab while doing services integration tests, this MR introduces fixes for those.

• Merged azure/m12-master branch to master for osdu-istio/templates.
• Added custom specs for hpa and k8s resources in istiooperator, we were facing failures in glab and noticed that integration tests (Mostly for storage) were failing and istio gateway stopped to respond to the appgw, even when autoscaling was happening.
