Fix policy service and OPA

Arturo Hernandez [EPAM] requested to merge ah/remote-opa-policy into master
  • Refactored OPA to make it suitable for latest implementation of policy service
  • Added new env vars to policy service to make it functional with newer implementations
  • Improved OPA deployment definition
    • Added config map for remote control
    • Added checksum for configmap and rollout restart of pod if any changes happen
    • Added aggressive health check.
