ES secretrotation helm repo changes

preeti singh[Microsoft] requested to merge esSecretrotationHelmRepoChangesm12 into azure/m12-master

Helm changes for ES secret rotation. It includes :

  • role-and-user-creator.yaml to create 2 new es users while eck setup.
  • A new configmap is also getting created in default namespace
  • Reloader library changes so that search and indexer pods restart when configmap changes
