Draft: Release 0.15

Arturo Hernandez [EPAM] requested to merge ah/pre-rel-0.15 into master
  • Bumped all services to app version 0.15.0
  • Got latest versions from m10 branches to get the istio-1.1.5 and airflow changes up to date with helm azure chart v1.15.0, have consistency in the documentation.
  • Deployed this in pre-ship and internal EPAM environment for testing
  • Integrated istio and airflow changes to adopt AKS policies
  • Tried to check documentation
  • Related to Preship to M12

Note Already uploaded to ACR msosdu the DDMS templates.

After merge, please create tag and release/0.15 as osdu community protocol.
