Fix dataset id and DAG schedule

Yan Sushchynski (EPAM) requested to merge Fix_dataset_id into master

Fix the following bugs:

  • Raster_ingest didn't work with standard references to other records ending with : in Datasets field;
  • Raster_ingest DAG was scheduled to run each day by default.
