Updating the VERSION to 0.14.0

update-version into master

It looks like this should be set to 0.14.0 in master and release/0.14; meaning "The latest release was 0.14". This is different than the maven SNAPSHOT versions, which are set to match the version you are building towards (0.15, in this case).

If I'm wrong, let's add another MR to bump this again.
