Test MR: Update the dependencies to use a release version

Closed Vineeth Guna [Microsoft] requested to merge testing/haaggarw/UpdateResourceLimits into master

The SNAPSHOT dependencies are purged from the package repository periodically, and aren't stable even when they do exist. It makes more sense to use the release version in the dependencies.
