Update fossa notice

David Diederich requested to merge update-fossa-notice into master

It was working on the last push to master, but failed during testing with the FOSSA version upgrade. The new library dependency, Metrics Core, was newly detected during the FOSSA scan.

I do not know why it was newly detected on this subsequent analysis.
