Update base provider image to 16.20.2-alpine

Guillaume Caillet requested to merge aws-upgrade-provider-base-image into master

This update the base docker image for the Provider:

  • Upgrade node from 16.15 to 16.20
  • Use the "alpine" variant of the base node image

The goal is to decrease the number of CVEs found in the current base image used.
