Refactor for OSDU CI/CD Support

  • Move gcz-transformer into the root
  • Change gcz-docs to docs
  • Move gcz-test-assets into docs/test-assets
  • Update pipelines to import from OSDU CI/CD
    • standard-setup, build, fossa & gitlab-ultimate scanning
    • Only run ibm-deploy when branch is protected.. otherwise it always fails
  • Address vulnerabilities presented by scan
  • Update all references in documentation to reflect directory updates
