Fix azure publish job

saketh somaraju [EPAM] requested to merge fix-azure-publish into master
  • Initially release branch and tag ref images are uploaded into msosdu repository with same name.
  • This MR introduces change to azure_publish job to push release branch images appending with -r literal.
  • This would help in maintaining release branch images and tag images separately and help in deploying correct images in pre-shipping env
  • Verified the changes with 2225001 line 28
