GONRG-6157: Refactor GC common pipeline file structure

  • Shared script jobs are moved to separate file gc-scripts.yml
  • gc-scripts.yml is included in gc-containerize.yml so dag pipelines can include it
  • Jobs for pushing Helm chart to registry are moved to separate file gc-helm.yml
  • gc-helm.yml and gc-scripts.yml are included in gc-global.yml
