introducing conditionalized azure_code_coverage

  • added condition for the azure_code_coverage job to make it optional as this is only implemented for Java services
  • removed the allow_failure flag
  • This change has been successfully verified with policy service. The azure code coverage job is not triggred pipeline : 149346 and MR : 262
