updating release branch role for AWS

Marc Burnie [AWS] requested to merge marcburnie-release/0.17-patch-29735 into release/0.17

The M14 release secondary environment has been replaced with an environment that is on the same VPC as the indexer bastion. The new environment requires a change to the role name.
