we are introducing conditional based azure_swagger_test execution as some of the services does not have swagger end point

Tested this condition in following pipelines Azure_Swagget_Test job is getting executed here https://community.opengroup.org/osdu/platform/system/indexer-service/-/pipelines/141499 it is not getting executed here https://community.opengroup.org/osdu/platform/system/indexer-queue/-/pipelines/141489
