Swagger Sanity Phase 1 - Azure basic swagger test

• Added curl test for swagger based on optional value AZURE_SWAGGER_PATH
• Need to setup this in the project if the path is custom (csr's and register).
• Removed static resolution for istio appgw.
• Improve deploy handling for acr tokens generation.
• Working examples:
  • Swagger int test in 3 different projects:
  • CRS-CATALOG - azure_swagger-test
  • WORKFLOW - azure_swagger-test
  • PARTITION - azure_swagger-test

Need to add the following AZURE_SWAGGER_PATH ENV_VAR to the CRS* as well as register (not variables for those services context path).
