Az/ah iap 237 refactor helm

Related to: osdu/platform/deployment-and-operations/infra-azure-provisioning#237 (closed)

• Refactored pipeline to use azure-helm.yml functions.
• Refactored azure-helm.yaml to be used by helm-charts-azure as well.

Tested on both sides in eds-dms (java core services) and in gitlab-ci for helm-charts-azure. It can be reused on both now.

Azure test failed, but this is out of the scope of this task.
