Revert "Merge branch 'GONRG-10447-CSP-Specific-Compile-condition' into 'master'"

This introduced pipeline errors on various services see:

• Seismic Service
• Policy Service
• RAFS
• Partition
• Wellbore DDMS
• etc

There are a few issues being caused by overrides in different repos as well as the new csp build stage being required but missing in the pipeline even though conditionally it would not be executed. I'd like to revert this MR until we can ensure this will reliably pass for all services.
