Gonrg 10447 CSP specific compile condition

Description:

ADR: #50

• Added a new stage: csp-build.
• Added new CSP compile jobs.
• CSP compile jobs are controlled by the variable CSP_BUILD_ENABLED. If the variable is absent, the common compile job functions as before.
