standardize dags for azure

saketh somaraju [EPAM] requested to merge az/sa-dags-publish into master

This MR adds the following changes:

  • Add azure publish job to push dag image and parser image to msosdu ACR for release and tag pipelines
  • Publish dag artifacts to gitlab package registry.
  • Push $CI_COMMIT_SHA as an airflow variable using airflow API.
