Contributor making additional changes

This MR demonstrates what an outdated contributor branch looks like. The committer has already expressed their trust of the branch (by created the trusted-contributor-in-mr branch), but for a previous commit. The contributor has pushed another commit since the trust, leaving the branch in an untrusted state.

Notice how the child pipeline fails immediately, and does not present options to run the cloud deployments. This is the same behavior that previously existed, and committers will need to review the new changes and update the trusted branch if appropriate.
