Move the Course of Action Element type to the Motivation Aspect
I think it can be argued that the Course of Action Element type (CoA) does not belong in the Strategy Layer, but rather in the Motivation Aspect. This Issue is related to Issue #97.
Motivation is basically described in terms of "Means and Ends", if we follow the advice expressed in the Business Motivation Model, and CoA is a form of "Means". CoA is not part of Strategic Architecture, rather it expresses the intention to develop or modify the architecture. CoA is part of the context that shapes the form and function of the enterprise architecture.
CoA is inevitably linked to the concept of a Goal which is correctly situated in the Motivation Aspect. They are inseparable in practice. Based on Assessments of Drivers, the executive sets strategic Goals (Ends) for the enterprise and defines CoA as the means to reach the Goals. This in turn will lead to adjustments in Capabilities which are part of the strategic business architecture expressed in the Strategy/Strategic layer.
