Implement basic command line interface support.

Implement basic command line interface support, take inspiration from Equinor CLI (https://github.com/equinor/osdu-cli). At this stage we should be able to wire up the components and create an application that runs on the local file system.

• Load local LAS file, output to well log/well bore file.
