Add supporting docs and scripts for GCZ/AGO/Portal testing and sync

To assist with AGO/Enterprise-Portal integration tests for GCZ, I have included some supporting documentation and scripts which support the prerequisites and steps needed to achieve connection between GCZ and these clients.
