Search by filtering kind parameter/authority

Per new kind-naming scheme adopted by OSDU, the first component of the kind can be either the authority or data-partition-id. Support the ability to search based on the authority.

To natively support the filtering by kind parameter, we may have to make changes to meta attribute indexing. As frequent prefix queries are expensive. This solution can take time as it may also involve re-indexing of all kinds.
