added changes to enable azure_bootstrap job

Merged shivani karipe requested to merge az/sk-fix-bootstrap into master
  • made changes to enable the azure test and azure bootstrap jobs
  • These were disabled when MR 664 was merged, and from what I can understand, this was missed.
